Cosmetics are defined in the Federal Food, Drug, and Cosmetic as:

The most irritating ingredients in cosmetics are talc, dyes, fragrances or preservatives. The two main categories of safer cosmetics are cosmetics hypoallergenic cosmetics and minerals.

 

Mineral Cosmetics

However, there is a controversy about the labeling of cosmetics hypoallergenic. Manufacturers of cosmetics labeled as hypoallergenic are not required to submit documentation of their claims hypoallergenic to the Food and Drug Administration (FDA). A cosmetic would be permitted to be labeled hypoallergenic or make similar claims if scientific studies on humans have shown that the product has resulted in a significantly lower incidence of adverse skin reactions than similar products not making such claims.

 

Consumers concerned about allergic reactions, cosmetics should understand that no cosmetic can be guaranteed never to produce an allergic reaction. Even products that contain natural ingredients can cause allergic reactions. If you have an allergic reaction to a cosmetic, stop using all cosmetics until you and your doctor can determine which ingredient or combination of ingredients caused the reaction.
